Chester County has experienced a population boom over the past decade, due to its popularity as a place to live and work. This population growth has led to the widespread expansion of infrastructure systems, from public sewer and water systems to power supplies and cell phone communication services, throughout the county.
A lack of coordinated infrastructure planning, as well as aging and under-designed systems, threatens the quality of life that Chester County residents enjoy. As a result, investment in growth areas and preservation efforts in the Rural and Natural Landscapes are limited without factoring infrastructure and utilities into the planning process.
The current Utilities Goal for Landscapes is to provide utility facilities and services to meet the needs and development of the county, while protecting the environment and public health. Landscapes2 will address infrastructure planning essential to supporting concentrated development and to preserving rural character and open space.
