County Plan Publications
Landscapes2 is Chester County's comprehensive policy plan. It establishes growth management and preservation strategies to guide municipalities, developers, preservationists, and others in making decisions that promote sustainable practices and ensure that future residents have access to the same benefits that we currently enjoy.
The Chester County Board of Commissioners adopted the Chester County Comprehensive Plan, Landscapes2, on November 9, 2009. Landscapes2 establishes a long-range strategy for how to manage growth and preservation in Chester County, and includes the concept of "livable landscapes" to provide a framework and vision for resource protection and growth strategies.
Landscapes2 Index Report Card 2015
Measures progress being made to achieve the goals of the Chester County Comprehensive Policy Plan. This "report card of progress" is published annually by the Chester County Planning Commission. View Report
Chester County Public Transportation Plan
A bold and ambitious plan for public transportation that will redefine the commuter preferences, facilities, and experiences for Chester County residents and workers over the next 25 years. This plan was designed to achieve the objectives of the transportation goal of the county's 2014 Strategic Plan - "Enhance access to and use of transportation systems to reduce traffic congestion."
The vision of the plan is derived directly from Landscapes2: "Provide an affordable, reliable, and accessible public transportation network to offer mobility, encourage favorable land use patterns, sustain the environment, and alleviate congestion within designated growth areas." View Publication
This is the open space element of the Chester County comprehensive plan. Copies of the entire document are available for review at each municipal office in Chester County, at the Chester County Planning Commission (CCPC) office, and at each of the 17 County public libraries. This is the water resources element of the Chester County comprehensive plan. In addition, it will serve as a county-wide Rivers Conservation Plan under the Pennsylvania Keystone Rivers Conservation Program allowing all unlisted streams within Chester County to be added to the Pennsylvania Rivers Conservation Registry.
